We just need to redirect them - if the penalties for illegal behavior outweighed the benefits, then there would be less illegal behavior. How economic! We also need to hold executives responsible for illegal and criminal behavior and make their personal rewards and penalties commensurate with the rewards and penalties associated with other kinds of criminal behavior, but that's probably too much to ask.

Of course, it's too much to ask. It seems like corporations are now arranged (re-arranged?) in such a manner as to specifically avoid such consequences.
