I think it will be shot down by filibuster and the Dems will cave.

If it gets shot down by filibuster, the Democrats have outstanding ammo to go after more Republican seats. Assuming they grow a nut or two. There might be some other way around the issue which only requires a simple majority, but it is up to somebody more informed than I am to say what it is.
